GL: Idiots on the water

When I see an IDIOT that doesn't look like he/she is going to slow down, WOT
on a 27 ton trawler at 9 knots and a call on the vhf and courteously inform
them that I will slow for a slow pass. If that doesn't work they will have a
real rollercoaster ride.

Those guys not only don't know the rules, or laws, they could care less,
and 
they don't understand or speak English to learn to laws. 
   
   Exactly my point. Lets get some laws passed that will make them learn
what they need to know. Like it was said this is all over. We even ran into
it in the Carolina's. But nothing like I ran into today. And this in an area
that calls itself the Boating Capital of the World.
   
  I found myself wishing for more than a flare gun today. I tried getting
the attention of a Law Enforcement vessel but it just zipped past us at
about 40 mph and never answered us on the radio either. Probably related to
the idiots causing all the trouble.
   
  It's a shame when the only suggested remedy is to avoid the area. I was
running these waters before they where taken over by those that don't want
to comply. I have watched it get worse each season. They are not being held
accountable for their actions. There's got to be a way.
