For what its worth, West engineers told me that the blistering propensity of 
warm brackish or fresh waters is greater than Florida waters. It has to do 
with the greater osmotic pressure gradient between low salt waters and the hull's 
unreacted resins. Fortunately most fresh waters in the Northeast are cold, 
slowing the rate of water intrusion. But regions like the lower Hudson River, 
the Connecticut River, or most estuaries are prone to blistering and fouling. 

A barrier coat on a new boat couldn't hurt and will prevent most blistering 
in the future.
