If you put on a barrier coat later, it's because there's blisters forming. 
Now you have the work of removing the blisters first, then adding the 
barrier coat. I agree that Regal "appears" to be a good company. Operative 
word here is appears.
The buyer should start surfing the Regal chat boards to see what Regal 
owners have to say about blistering. To me, it's cheap insurance. From what 
I've read, ALL fiberglass has some capability to absorb water.
