GL: Cosmic C on the Loop

Our experience on the upper Illonis river last year lead us to believe  those 
lockmasters got a charge out of delaying RV's. (recerational vessels) We  had 
similar experiences where there was time to lock us through and we had to  
wait for a tow to arrive and lock through first. We got held for several hours  
with a delivery captain and he confirmed our suspicions. That area was without 
a  doubt the most disapointing part of the whole  trip
