Point well taken, David -- any river can certainly flood after a storm
and it requires patience (and a good source of information on river
stage) before venturing out of harbor. The closer one is to either the
Gulf or Atlantic coast in hurricane season the greater the risk of river
flooding from heavy upstream rains, but also the greater amount of
information generally available.
Inland you reduce the risk both from hurricane-induced flooding (storm
surge along the coasts is a horrendous flood) and from high winds.
There is risk everywhere on water -- but certainly prudence would suggest
that risk from hurricane is less during the high season when one is
inland.
